Bulls Say, Bears Say
Bulls Say
Regulated Tariff Visibility For Hadera ExpansionRegulatory tariff approval for the 850 MW Hadera expansion creates long-term revenue visibility by locking an availability tariff for ~25 years. That contracted cash-flow underpin improves project bankability, supports debt servicing and reduces merchant exposure for Kenon’s core power asset.
Major Project Financing And EPC Contract SecuredSecuring ~$1.7bn of construction financing plus a lump-sum EPC deal materially de-risks capital allocation for Hadera by covering ~80% of construction and fixing a large portion of build costs. This strengthens execution funding credibility and preserves Kenon’s ability to scale generation capacity.
Material Arbitration Award In Kenon’s FavorAn ICSID ruling upholding an approximately $200m award (Kenon’s share ~ $93m) is a structural cash claim that, once recovered, could significantly improve Kenon’s balance sheet or fund capital projects. The award accrues interest, enhancing eventual recovery value and reducing long-term legal uncertainty.
Bears Say
Elevated LeverageMeaningful leverage (debt/equity ~1.12) with rising debt and lower equity reduces financial flexibility and increases refinancing and covenant risk over the medium term. Higher leverage limits capacity to absorb project overruns or fund opportunistic investments without dilutive or costly financing.
Weak And Inconsistent Free Cash FlowNegative free cash flow in the TTM (~-$26M) despite positive operating cash flow indicates elevated investment needs or cash leakage, and historically inconsistent FCF undermines the holding company’s ability to reliably fund dividends, service debt, or finance large capex without external financing.
Execution And Covenant Exposure On Hadera ProjectHadera financing requires shareholder guarantees, extensive collateral and covenants, exposing Kenon to contingent liabilities and potential equity pledging. Large-scale construction projects also carry cost, schedule and supply-chain risks that could strain credit metrics and require additional capital if issues arise.
