Bulls Say, Bears Say
Bulls Say
Multi-year Regulatory Revenue VisibilityThe CPUC revised proposed decision creates durable, multi-year revenue steps and preserves balancing mechanisms, enabling predictable rate-base growth and recovery of prudently incurred costs. This structural visibility supports sustainable infrastructure investment and earnings stability over the medium term.
Strong Liquidity And Credit ProfileAmple cash, sizable committed credit facilities and an A+ rating provide durable funding capacity to execute the large capital program, smooth negative free cash flow periods, and reduce near-term refinancing risk. This financial flexibility underpins capital spending and dividend policy through funding cycles.
Longstanding Dividend And Governance StabilityA long, uninterrupted dividend record and strong shareholder votes signal conservative capital-return discipline and stable governance. For a regulated utility, consistent payouts and shareholder support reflect predictable cash allocation and executive continuity, appealing to income-focused investors over time.
Bears Say
Negative Free Cash FlowPersistently negative free cash flow and weak cash conversion mean the business does not self-fund its capital and dividend needs fully. Over months this increases dependence on external financing, elevates funding costs, and constrains flexibility to absorb regulatory or operational shocks without drawing on credit lines or equity.
High Capital Intensity And EPS HeadwindsAggressive, sustained capex to grow rate base supports long-term revenue but raises depreciation, interest expense and reduces near-term EPS. This structural rise in non-cash and financing costs pressures reported earnings and requires continued external funding, affecting profitability metrics for multiple quarters.
Regulatory And Treatment Uncertainty; Execution RiskOngoing regulatory risk (PFAS/microplastics) and complex execution of rate changes present lasting operational and capital uncertainties. Potential additional mandated remediation or treatments and billing/system implementation burdens can increase capital needs, delay cost recovery, and strain cross-functional execution over many quarters.
