Bulls Say, Bears Say

Bulls Say
Regulated Tariff VisibilityRegulatory tariff approval for the 850MW Hadera expansion provides long-term contracted revenue visibility, materially improving the project's bankability and predictable cash flows for ~25 years. That durability supports financing, underwriting and strategic capacity expansion in Israel's power market.
Project Financing And Execution ArrangementsA near‑$1.7B construction financing package (covering ~80% of costs) plus a turnkey EPC and major equipment agreements materially reduces funding and contractor risk for Hadera. Committed financing and contracts increase probability of project completion and scale-up of generation capacity.
Operational Growth And Capital ReturnsOPC's top-line growth and higher proportionate EBITDA, coupled with Kenon's $200M dividend, indicate the holding generates distributable cash from operating assets across Israel and the U.S. Sustained operational momentum and ability to upstream cash supports Kenon's capital return policy and strategic optionality.
Bears Say
Meaningful LeverageA debt-to-equity ratio near 1.12 and rising absolute debt reduce Kenon's financial flexibility, magnifying refinancing and covenant risk when pursuing large capital projects. Higher leverage constrains the holding company's ability to fund investments organically or absorb shock without external financing.
Negative Free Cash FlowNegative free cash flow despite positive operating cash flow signals elevated capex, working capital or financing outflows at the holding level. This inconsistent cash conversion increases reliance on external financing, asset monetization or upstream dividends to sustain distributions and fund growth.
Execution And Cost Risks For Large ProjectsHadera's multi‑year construction timeline and large capex profile expose Kenon to execution, cost-overrun, supply-chain and geopolitical/security risks. Material delays or overruns could strain guarantors, trigger covenant pressure and reduce expected returns from the cornerstone project through 2030 and beyond.
