Bulls Say, Bears Say

Bulls Say
Regulatory Approvals & Policy SupportMaterial regulatory approvals provide durable revenue visibility by underpinning allowed returns and cost recovery. With ~75% of the five‑year plan approved and RIIO‑T3 accepted, a large portion of future capex is linked to regulatory mechanisms, reducing execution and revenue risk across the investment cycle.
Large, Secured Multi-year Capex ProgramA £70bn+ investment program, record FY capex and secured supply chains create a durable platform for asset growth and higher allowed revenue over years. This systematic reinvestment expands the regulated asset base, supporting sustained underlying EPS and providing multi-year operational scale benefits.
Regulated Profitability & Operational ReliabilityImproved margins and rising operating profit reflect the structural earnings power of regulated transmission assets. Consistently solid reliability metrics and steady underlying EPS growth indicate stable cash generation from monopoly-like networks, supporting long‑term serviceability of operations and stakeholder confidence.
Bears Say
Persistent Negative Free Cash FlowOngoing negative free cash flow despite positive operating cash shows capex outstripping internal funding. This structural cash shortfall increases reliance on external financing for growth and dividends, raising refinancing and execution risk if capital markets tighten or rates rise over the medium term.
Meaningful Leverage Limits FlexibilityMaterial leverage, while typical for the sector, constrains financial flexibility and elevates interest exposure. In a higher inflation/interest environment, servicing indexed and conventional debt can squeeze distributable cash and force more external funding, complicating capital allocation across projects and returns.
Revenue Volatility & UK Distribution HeadwindsChoppy revenue trends and specific regulatory headwinds in UK distribution reduce topline predictability. Mechanisms like Ofgem's RPE can depress allowed revenues intermittently, making underlying growth lumpy and increasing sensitivity of earnings to regulatory resets and weather or market shocks over the medium term.
