Bulls Say
Conservative Balance SheetLow leverage (debt-to-equity ~0.25) gives ArcelorMittal durable financial flexibility across cycles. It supports investment-grade funding access, funds strategic EAF and mining investments, and enables continued buybacks/dividends without forcing distressed asset sales during downturns.
High-return EAF Project PipelineA defined $1.8bn incremental EBITDA pipeline from Sestao, Gijón and Dunkirk materially alters medium-term earnings mix. EAFs reduce carbon intensity and energy exposure, lock-in favourable long-term power contracts, and structurally raise margins versus legacy BF-BOF routes as projects ramp from 2026.
Improving Underlying Free Cash Flow Run-rateAn annualized underlying FCF run-rate >$2bn signals sustainable cash generation capacity once seasonality and strategic capex normalize. That level supports disciplined capital allocation: reinvestment in high-return projects, ongoing buybacks/dividends, and maintaining an investment-grade balance sheet over coming years.
Bears Say
Rising European CO2 CostsEscalating EU carbon costs are a structural margin headwind for blast‑furnace operations until decarbonisation investments fully deploy. Higher ETS liabilities raise operating costs and lengthen payback on green projects, pressuring margins and requiring sustained capex to avoid long-term competitiveness erosion in Europe.
Persistent North America Tariff HeadwindsOngoing Section 232 tariffs create a recurring ~$150m/quarter drag on North American profitability and limit pricing pass-through. Trade policy uncertainty is structural until resolved, constraining US margin recovery and skewing capital allocation decisions for regional capacity and investment.
Low Free-cash-flow Conversion Versus ScaleDespite solid operating cash, FCF conversion is weak for the company's scale, reflecting heavy reinvestment and seasonal working capital. Persistently thin FCF limits the pace of decarbonisation capex, cushions less headroom for returns in downturns, and makes capital returns and debt reduction more cyclical.
