Bulls Say, Bears Say
Bulls Say
Regulated Capex & Rate-base GrowthMulti-year regulated capital plans that are expected to expand rate base provide a durable earnings and cash-flow runway. As investments are added to the regulated rate base and recovered via tariffs, allowed returns support stable revenue growth and utility-like margin resilience over the medium term.
Improving Leverage And Solid ProfitabilityLeverage trending lower from historically higher levels while profitability has materially strengthened, supporting financial flexibility. Improved leverage reduces refinancing strain and, combined with solid ROE, underpins capacity to fund capex and maintain dividend policy over coming quarters.
Reliable Nuclear Generation PerformanceHigh nuclear capacity factors and markedly improved PSEG Power results show baseload generation reliability and stronger wholesale earnings. Consistent nuclear output supports stable fuel-cost-insensitive revenue and enhances long-term generation cash flow predictability versus intermittent assets.
Bears Say
Volatile And Slightly Negative Free Cash FlowHeavy, lumpy capital spending drives inconsistent FCF and recent slight negative TTM free cash flow, constraining organic funding for debt paydown or discretionary returns. This structural capital intensity raises reliance on external financing and can limit near-term balance sheet repair.
Large Absolute Debt Load And Refinancing NeedsAlthough leverage has improved, the company carries sizable absolute debt that historically was higher. Material indebtedness increases sensitivity to interest rates, elevates refinancing and liquidity risk during heavy capex cycles, and can constrain strategic flexibility if macro rates rise.
Regulatory And Execution UncertaintiesMultiple structural regulatory and execution risks—termination of ZEC support, unsettled PJM cost allocation, pending NRC approvals, and aging cast-iron gas infrastructure—could reduce recoverable revenues or force incremental capital. These create durable uncertainty around timing and magnitude of returns on investment.
