Bulls Say, Bears Say
Bulls Say
Free Cash FlowTelkom shows consistently positive free cash flow and resilient operating cash generation despite earnings volatility. This durable cash conversion supports ongoing network investment, dividend capacity and share buybacks, giving management flexibility to fund growth and returns without relying solely on new debt.
Network Scale & BundlingTelkom’s nationwide fixed and mobile infrastructure (last‑mile fiber, backbone, towers) creates structural advantages: scale economics, high barriers to entry, and effective cross‑selling to consumer and enterprise segments. This supports sustained ARPU management and sticky recurring revenues over the medium term.
Manageable LeverageLeverage sits at telecom‑typical levels (D/E ~0.5–0.6) and equity has grown modestly, leaving room to fund capex while maintaining investment grade‑like flexibility. Manageable debt supports capital expenditure plans and dividends without creating overhang that would force abrupt deleveraging under normal operating conditions.
Bears Say
Revenue & Margin PressureTelkom experienced low-to-negative revenue growth across 2023–2025 and while TTM revenue shows a rebound, margins and ROE are meaningfully lower than prior peaks. Sustained margin compression would erode return on invested capital and limit the long‑term ability to translate revenue gains into shareholder returns.
Accounting Restatement & Control WeaknessA recent restatement (asset accounting) and disclosure of a material weakness undermine financial reporting reliability. Corrective actions, potential revisions to past results and investor distrust can persist for months, raising remediation costs, audit scrutiny and the risk of constrained access to some capital markets or counterparties.
Regulatory & Legal ProbesParallel SEC and DOJ probes (originating 2023) and expanded inquiries into revenue recognition and FCPA issues elevate long‑term legal and compliance risk. Outcomes could include fines, remediation, or governance constraints that materially affect strategy, partner confidence and the cost of doing international business.
