Bulls Say, Bears Say
Bulls Say
Regulatory OutcomesA constructive rate case and an allowed 9.9% ROE strengthen the regulated revenue model by improving recoverability and returns on invested capital. This durable regulatory support underpins long‑term cash flow visibility and de‑risked returns for planned grid and resiliency investments.
Large-Load Growth OptionalityA sizable hyperscaler/data‑center pipeline provides structural demand upside: incremental GW conversions drive multibillion capital deployment that expands the rate base and, over time, can lower average customer rates while materially increasing regulated earnings and long‑term growth optionality.
Management SuccessionPromoting a long‑tenured internal executive to CFO preserves institutional knowledge and continuity across finance, treasury and investor relations. Internal succession reduces execution risk on complex funding and capital programs and supports consistent regulatory and strategic messaging to stakeholders.
Bears Say
High LeverageA debt‑heavy capital structure common in utilities nonetheless raises structural sensitivity to interest rates and refinancing cycles. Persistent leverage constrains flexibility for incremental investments, increases credit risk if recovery timing slips, and limits capacity to absorb shocks without additional funding.
Negative Free Cash FlowConsistent negative free cash flow means operating cash does not fully fund capital spending and dividends, creating an enduring dependence on debt and equity markets. That reliance elevates refinancing risk, financing costs, and vulnerability to tighter market conditions or higher rates over the medium term.
Equity Issuance / Dilution RiskAn active $3B equity program plus prior shareholder approval to expand authorized shares signals expected ongoing equity raises to fund the capital plan. Structural reliance on share issuance can dilute existing owners, add financing uncertainty, and increase execution risk if market windows close during heavy capex periods.
