Q3 2026 Earnings Call Summary
The call was broadly positive, supported by revenue and gross billings growth, strong controllable customer additions, benefits momentum, asset-light market expansion, pricing execution, cost discipline, and substantial capital returns. However, existing-client workforce reductions, weaker staffing demand, regional softness, lower favorable workers' compensation adjustments, reduced worksite employee guidance, and lower earnings per share were notable challenges.
For the full year, BBSI continues to expect gross billings growth to increase between 3% and 4%, now expects average WSE growth of 1%-2% compared to its prior range of 2%-3% due to continued softness in client hiring, and continues to expect gross margin as a percentage of gross billings to be between 2.7% and 2.75%, with results now expected to be toward the lower end of the range; it also continues to expect its effective annual tax rate, normalized for the one-time charge in Q1, to be between 26% and 27%, while full year SG&A growth is expected to be lower than both gross billings growth and the prior year SG&A growth rate. Higher pricing and higher current-year workers’ compensation costs are expected to produce a full-year margin rate in line with prior years, and the company expects the trend of decreasing favorable prior-year liability and premium adjustments to continue.
- Revenue and Gross Billings GrowthThird-quarter revenue increased 5% year over year, while gross billings increased 3.2% to $2.4 billion from $2.32 billion. Management said revenue and profit were in line with expectations.
- Strong Controllable Growth and Client RetentionBBSI added approximately 3,100 worksite employees year over year from net new clients, and client retention remained within expectations. Total worksite employees increased 1% for the quarter despite reductions within the existing client base.
- Benefits MomentumBBSI Benefits added approximately 70 clients and 1,500 participants during the quarter. Q3 submissions increased approximately 30% year over year, while October submissions for January 1, 2027 transactions were approximately 55% greater than in October of the prior year.
- Asset-Light Market ExpansionNew asset-light markets added over 700 worksite employees during the quarter and grew 74% in PEO gross billings year over year. BBSI opened its Pittsburgh location, has three physical locations in Pittsburgh, Chicago, and Dallas, and expects two more locations in the next four months.
- Regional Growth in the East Coast and Pacific NorthwestEast Coast PEO gross billings grew 18% and delivered its 22nd consecutive quarter of double-digit growth. Pacific Northwest gross billings grew 10%, marking its third consecutive quarter of growth, supported by strong net client additions.
- Northern California Returned to GrowthNorthern California PEO gross billings increased 2% in Q3, with improvement in both controllable and same-customer sales growth.
- Workers' Compensation Pricing ProgressBBSI increased workers' compensation pricing each month of the third quarter and established an 11-month trend of consecutive pricing increases. Management said pricing increases are more than offsetting current-year workers' compensation cost increases and that the margin earned on current business is not deteriorating.
- Strong Workers' Compensation Claims PerformanceThe workers' compensation program continued to benefit from favorable claim frequency and favorable claim development. BBSI recognized $800,000 of favorable prior-year liability and premium adjustments in Q3.
- Operating Cost DisciplineThird-quarter SG&A decreased approximately 2% year over year, driven primarily by employee-related expenses. Management expects full-year SG&A growth to be lower than both gross billings growth and the prior-year SG&A growth rate.
- Technology Product InvestmentBBSI continued investing in its technology stack and executing its IT product roadmap to support the employee life cycle from hiring through retirement. Larger product releases are anticipated in upcoming quarters, and year-to-date capital expenditures increased by several million dollars versus 2025 due entirely to these technology investments.
- White-Collar Business ExpansionBBSI added 50% more white-collar business than in the prior year. Management said its dedicated vertical, health insurance offering, and technology stack are gaining traction with accounts such as law firms and dentists.
- Strong Balance Sheet and Capital ReturnsBBSI ended the quarter with $74 million of unrestricted cash and investments and no debt. The company repurchased $9 million of shares in Q3 at an average price of $33 per share, paid $1.9 million in dividends, reaffirmed the following quarter's dividend, and returned more than $50 million to shareholders over the last nine months.
- Investment Portfolio QualityThe investment portfolio earned $1.2 million in the third quarter and continued to be managed conservatively, with an average investment quality of AA.
- Full-Year Gross Billings and Tax OutlookBBSI maintained its expectation for full-year gross billings growth of 3% to 4% and an effective annual tax rate, normalized for the one-time Q1 charge, of 26% to 27%.
