Bulls Say
Vertical Integration From Ore To Finished SteelOwning ore, steelmaking and finishing creates a durable competitive advantage by securing raw material supply, reducing input pass-through risk and capturing margin across the value chain. Over 2–6 months this supports margin resilience versus pure-play mills when commodity or logistics stress arises.
Clear EBITDA Recovery And Quantified Q3 GuidanceA large, explicitly quantified EBITDA rebound indicates operational leverage and pricing power rather than a one-off. Sustained higher EBITDA from rising selling prices and shipment increases strengthens cash generation potential and underpins a credible path to reduce leverage over the coming 12 months.
FCF Turnaround Plus Asset-sale Proceeds To Fund DeleveragingA return to positive free cash flow combined with near-term monetizations provides tangible liquidity to accelerate debt reduction. With management prioritizing debt paydown and no material maturities until 2029, these structural cash sources materially improve balance-sheet durability versus prior loss periods.
Bears Say
Elevated Leverage After Recent IncreaseLeverage rising materially in a cyclical steel business increases financial vulnerability if a downturn re-emerges. Higher debt magnifies earnings volatility, constrains capital allocation flexibility and makes the company more dependent on successful asset sales and sustained cash generation to meet deleveraging targets.
Historically Weak Operating And Free Cash FlowDespite recent quarter improvement, the multi-year shift from strong positive cash generation to TTM cash deficits reveals structural sensitivity to pricing, costs and working capital. Persistent cash weakness raises the risk of recurring financing needs and makes long-term investment and debt reduction harder without sustained cyclic recovery.
Material Exposure To Trade Policy And OEM DecisionsKey upside assumptions rely on external policy and OEM capital-allocation choices. If trade enforcement weakens or OEMs postpone restarts, volume and contract-reset benefits could be delayed, undermining revenue and EBITDA trajectories that management expects to drive durable deleveraging.

Cleveland-Cliffs
Cleveland-Cliffs Inc. stands as a prominent North American manufacturer specializing in flat-rolled steel. The company's diverse product portfolio encompasses a wide array of carbon steel forms, including hot-rolled, cold-rolled, electrogalvanized, hot-dip galvanized, hot-dip galvannealed, aluminized, enameling, and advanced high-strength steel. Additionally, they supply stainless steel, various steel plates, and specialized electrical steels (both grain-oriented and non-oriented). Beyond these core offerings, Cleveland-Cliffs produces tubular components, fabricated from carbon steel, stainless steel, and via electric resistance welding. Their tinplate division manufactures electrolytic tin-coated and chrome-coated sheets, alongside other tin mill products. The company also provides essential raw materials, ingots, rolled and cast blooms, hot-briquetted iron, and services like tooling and sampling. A key aspect of its operations is vertical integration, as the company owns and manages five iron ore mines located in Minnesota and Michigan. Cleveland-Cliffs serves a broad customer base, including the automotive industry, infrastructure and general manufacturing sectors, distributors, converters, and other steel producers. Founded in 1847, the company is headquartered in Cleveland, Ohio, and officially adopted the name Cleveland-Cliffs Inc. in August 2017, having previously been known as Cliffs Natural Resources Inc.
