Morgan Stanley tells investors in a research note that Synchrony Financial (SYF) and Bread Financial (BFH) will be the most impacted if the CFPB’s late fee rule ultimately goes through, along with Capital One (COF) to a lesser degree. The firm’s expert believes courts will shoot down the rule on procedural elements, Morgan Stanley notes.
