William Blair upgraded ICF International to Outperform from Market Perform. The firm cites continued momentum in the company’s higher-margin businesses for the upgrade. ICF shares have underperformed the S&P 500 by 10 points year-to-date even though the company reported a very strong Q1 as its higher margin commercial revenues continue to gain traction, the analyst tells investors in a research note.
